Dr. Ahlishia Shipley, Ph.D

Ahlishia leads strategic support for policy implementation and evaluation services. She is a trusted strategist, facilitator, and capacity-building partner for mission-driven organizations working at the intersection of equity, community resilience, and systems change. With over a decade of federal leadership experience, including managing $350 million in grant investments at the U.S. Department of Agriculture, she knows what it takes to move big ideas into action—and sustain impact over time.  As founder of Resourced Consulting, she partners with nonprofits, universities, and government agencies to strengthen internal capacity, align strategy, and build human capital. With a Ph.D. in Family Studies and background in relationship dynamics, Dr. Shipley brings a practical, people-first approach to helping mission-driven organizations thrive.
